SETRPC 2027 - 2031 Regionally Coordinated Transportation Plan

Welcome! South East Texas Regional Planning Commission (SETRPC) is developing its 2027-2031 Regional Public Transportation Coordination Plan (RPTCP) and would love your participation and feedback!

The public engagement period for the Interim Plan development has closed, but we will be looking for stakeholder feedback to help develop the Final Plan and goals in Summer 2026!

The purpose of the plan is to identify service gaps and demand needs to make public transportation options more viable to Hardin, Jasper, Jefferson, and Orange county residents.

Please use this website as a resource for all SETRPC RPTCP updates and documents. It will serve as a landing pad for engagement information and project timeline updates.

Plan Development Timeline

Timeline item 1 - complete

Plan Kick-off

In August 2025, SETRPC staff assembled its Regional Public Transportation Coordination Steering Committee (RPTCSC) to initiate the plan timeline, objectives, and goals.

Existing Conditions Data Collection

Throughout the Fall, SETRPC and its consultant staff gathered status quo data including population and demographic trends, and evaluated transit accessibility using the transportation demand index (TDI) tool to help generate a baseline understanding of regional travel behaviors within the four counties.

Public Engagement

During the Fall of 2025, SETRPC and consultant staff interviewed transit riders and operators through phone calls and directly at transit centers, solicited on-line survey feedback, sent out paper mail surveys, held five virtual open houses, and worked with the Steering Committee to identify transit opportunities and gaps in the region.

Interim Plan Development

Through the winter of 2025, SETRPC and consultant team have been drafting the Interim Plan using existing conditions findings and the public and stakeholder feedback. The draft plan will be sent to TxDOT for review per compliance guidelines in early 2026.

Stakeholder Engagement for Final Plan Development

In Summer 2026, after TxDOT approves the Interim Plan, SETRPC will work with Coordination Steering Committee members to develop strategies to address gaps and opportunities identified in the Interim Plan.

SETRPC 2027-2031 Regional Public Transportation Coordination Plan Finalized

SETRPC and the Steering Committee will approve the final plan for resubmission to TxDOT. This is expected in the Fall of 2026.
